Baseball Saskatoon Residency Regulation Policy

1. Purpose

The purpose of this policy is to clearly define residency requirements for players, coaches, and teams participating in Baseball Saskatoon programs, leagues, and tournaments. Consistent application of residency rules ensures fair competition, balanced team formation, and equitable access to baseball development opportunities within the City of Saskatoon and surrounding areas.

2. Scope

This policy applies to:

  • All players registered with Baseball Saskatoon.
  • All coaches, managers, and team officials participating in Baseball Saskatoon programs.
  • All teams operating under Baseball Saskatoon jurisdiction. This includes: The 5 zone organizations (A’s, Blue Jays, Braves, Cardinals and Royals) as well as the City Wide Division (13U AAA, 15U AAA, 18U AA and 18U AAA)

3. Definitions

4.1. Player Registration

  • Players must register with the baseball association corresponding to their primary residence as of January 1.
  • Proof of residency (such as a Utility bill, Tax assessment, ISC Title, Home owners insurance, Passport, Government issued photo id, etc) will be required if residency is in question. If there are any concerns over a player’s residency, Baseball Saskatoon will require 2 documents that verify the residence. Note: Drivers Licence is NOT ACCEPTED as they are too easily manipulated.

4.2. Key rules for player residency

  • Parents’ residence: The player’s residence is the same as their parents’ usual residence.
  • Separated/Divorced parents: If parents live apart, the player’s residence is with the parent who has legal custody. If there is joint custody, the player’s residence is with the parent they usually live with (defined as four out of seven days). (Separation agreement will be required)
  • Joint custody (equal living): If the player lives equally with both parents, their residence is determined by where they attend school. (Separation agreement will be required)
  • Guardianship: If a court grants legal custody to a third party (like grandparents), an application must be made to Baseball Saskatoon for the player to be deemed resident with that third party.
  • Tenancy: Please be advised that families renting the residence they registered with are required to provide a copy of their tenancy agreement. Additionally, we require proof of rental payments for a minimum of three months (e.g., bank statements showing the transactions).

4.3. Transfers

  • Players wishing to play for a team outside their home zone (as defined by Sask Sport) must apply for a Zone Transfer Request before team selection begins.
  • Approval must be granted by both the originating and receiving associations, and final authorization rests with Baseball Saskatoon.
  • Transfers are valid for one season only unless otherwise specified.

4.3. Non-Resident PlayersNon-resident players, wishing to play outside of Zone 6, may participate only if roster space allows and the receiving association obtains Baseball Saskatoon approval.

5. Exceptions and Special Circumstances

5.1. Family Relocation

  • If a player’s family moves mid-season, they may complete the current season with their original team. The following season, residency rules will apply based on the new address.

5.4. Exceptional Cases

Baseball Saskatoon reserves the right to review and rule on special requests where strict application of this policy would create undue hardship.

5.5. The Royals Zone (All girls citywide)

  • Female players
  • Players from outside of Zone 6 still need to follow the Transfer Protocol (Section 4.3 Transfers)

6. Verification and Enforcement

  • Zones are responsible for initial verification of player residency.
  • Baseball Saskatoon reserves the right to audit registrations at any time.
  • When questioned on residency, it is the responsibility of the family/guardian to supply documentation verifying their claim of residency.
  • Submission of false residency information will result in suspension of player eligibility, forfeiture of games, or disciplinary action.

“address of convenience” is not permitted. Use of an address of convenience will result in discipline of both player and coach up to and including revoking of membership.

7. Appeals

  • Decisions regarding residency disputes may be appealed in writing to the Baseball Saskatoon Appeals Committee within 7 days of notification.
  • The decision of the Appeals Committee shall be final and binding.

8. Review

This policy shall be reviewed every two (2) years or as required to align with Baseball Saskatchewan and Baseball Canada regulations.
